Corporate Protection Australia’s directors have a history of successful outcomes in demanding, high profile situations. They each have extensive experience in security operations and consultancy as well as providing highly trained security operatives to the corporate sector.
HARLEY SPARKE - Managing Director
Harley Sparke specialises in the conduct of detailed security risk assessments and the provision of solutions to clients across a range of operational security management issues.
He has been actively involved since inception in the consultation process with the Australian Government Department of Transport and Regional Services [“DoTaRs”] in the development of Australian legislation to ensure compliance to the International Maritime Organisations ISPS code. Harley continues to be a member of the DoTaRs legislative review panel.
During his career, Harley has had significant input into the resolution of some of Australia’s largest industrial disputes; the most notable being the waterfront dispute in 1998.
Harley has also overseen the security of all cruise vessels to the Port of Brisbane from 2001- 2004 and US Naval visits throughout various ports of Australia which included the co ordination of land operations and water borne picket boats since 1998.
Harley has been conducting specialised Maritime Security training compliant with the Maritime Transport and Offshore Facilities Security Act 2003 since the inception of regulated Maritime Security in Australia. This includes training for Maritime Security Guards, Port Facility Security Officers, Port Security Officers and Company Security Officers.
Harley has been a chairman, guest speaker, and panel representative at various International Border Control Conferences and Port security drills and desk top exercises. He was also a member of the Port of Brisbane Risk Assessment Committee for the drafting of their Maritime Security Plan
This role required strategic and operational skills and the ability to liaise with executives within the Maritime, Aviation, Mining and Logistics industries and with the Australian Customs Service, Australian Quarantine Service, Police agencies, Various Port Corporations and the Brisbane Airport Corporation.
Harley has a Diploma in Financial Planning (SIA), Proper Authority (Financial Advisor), Port Facility Security Officers Course (AMC), Certificate IV Security (Control Room), Certificate IV Work Place Training and Assessment, Certificate Fire Awareness and Extinguisher use, Bulk Tanker Fire Awareness course, Certificate Generic Mining, Certificate 1 Japanese Language, Advanced First Aid, and holds a current Maritime Security Identity Card (MSIC).
SAM SPARKE - Director
Sam Sparke has 20 years experience in law enforcement and corporate security. He has an extensive background with the Queensland Police Service including the elite counter terrorist Special Emergency Response Team [SERT]. As a team leader at SERT Sam controlled the operational execution of high risk raids on serious criminal offenders and spent an extensive period coordinating the training of team operatives in dealing with the management of a terrorist attack.
His career in the private sector has involved providing security services to some of Australia’s foremost companies, individuals and events. These ranged from managing large industrial disputes to the provision of close personal protection of celebrities and corporate executives.
In 1995 Sam was the founding Security, Safety and Medical Response Manager at the Brisbane Convention and Exhibition Centre. Sam was integral in the security assessment process, and responsible for recruiting, training, development and writing of all security, safety and medical administration procedures.
Sam's involvement with the Maritime industry started in 1997, as founding director of CPA, Sam was instrumental in the risk assessment and deployment of over 600 security personnel every 12 hours for the duration of the Patrick Stevedore waterfront dispute of 1998. Since that time Sam has been involved in the assessment and implementation of security practices of Patrick Corporations waterfront and airside facilities - including the initial risk assessments and security planning for landside access controls for visiting American nuclear submarines.
Sam holds an Associate Diploma in Justice (Law1), Certificate in Management, Certificate III Security (Guarding), Certificate IV (Consultancy) Train the Trainer, Work Place Health and Safety level 1&2, Certificate in Major Incident Management, Firearms Instructor course, Advanced Driving course, Intelligence Officer course, Chemical Munitions course, and Fitness Leaders course.
